About the Seminar

Clusters are increasingly recognized as key drivers of industrialization, innovation, and value chain development in emerging economies. Countries in the South Mediterranean are seeking to strengthen their competitiveness, enhance exports, and foster regional integration through cluster development. Despite their potential, clusters in the region face several challenges, including limited legal recognition, underdeveloped innovation ecosystems, financial constraints, skills mismatch, and weak linkages between public policies and private sector dynamics. The EuroMed Clusters Policy Seminar — Maghreb Edition is part of a flagship series of policy dialogues under the EuroMed Clusters Forward (ECF) project, aimed at fostering policy innovation, industrial cooperation, and knowledge exchange across the Mediterranean. The seminar will generate practical policy recommendations to support cluster development, industrial cooperation, and innovation within and across EuroMed countries.

Objectives

The seminar aims to:

    • Foster policy dialogue on cluster development and innovation
    • Strengthen regional value chains across the Maghreb
    • Exchange best practices and policy experiences
    • Identify actionable recommendations for cluster-driven growth
    • Enhance collaboration between policymakers, industry, and research actors
