This report is entitled \u201c<strong>Towards a New Dynamic to Sustain the Economic and Social Balances<\/strong>\u201c<strong>.<\/strong><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.femise.org\/wp-content\/uploads\/2014\/07\/Rapport-FEMISE-2013-VGB-ac5.pdf\"><em>Download the English Version (PDF, 9.8 MB)<\/em><\/a><\/p>\n<p style=\"text-align: justify;\">The report discusses the possibilities available in light of the international experience and the initial conditions applied to SMEs. Although it is clear that no model can be applied as is, a number of points deserving more in-depth discussions are highlighted. T<strong>he first <\/strong>is that progress must be made towards greater decentralisation that will allow a greater participation of the population, notably at the local level. T<strong>he second <\/strong>is that the decentralised levels selected must benefit from true autonomy; this raises the difficult issue of relationships between deconcentrated and decentralised responsibilities. T<strong>he third <\/strong>is that particular care must be given to the training of local staff, to their status and their autonomy with regard to the central authorities. All of which is currently lacking, as well as the existence of procedures needed to analyse any actions undertaken. <strong>The fourth <\/strong>is the choice of the priority functions for decentralization. The choice should be based on international experience in these different areas.<\/p>\n<p style=\"text-align: justify;\">The first part of this report broaches these questions under the title \u201cMaintain the socio-economic balance and offer a vision\u201d.<\/p>\n<p style=\"text-align: justify;\">\u00a0The second part deals with the detailed situation of the different Mediterranean countries in 2013, i.e. Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Turkey and Tunisia.<\/p>\n<h4 style=\"text-align: justify;\">\u00a0<span style=\"color: #3366ff;\"><strong>Part 1.
