Despite continued efforts and investments in youth employment policies, regional inequalities and labour market inefficiencies continue to limit access to suitable employment opportunities, especially for young graduates and residents of disadvantaged regions.

To address these challenges, the study introduces an innovative digital solution: the Job Map web application. Designed as a data-driven labour market tool, the platform combines geolocation technologies, labour market intelligence, and matching algorithms to connect job seekers with employment opportunities based on both geographic proximity and skill compatibility.

Beyond improving the job matching process, the application seeks to reduce barriers faced by marginalized groups, including youth, women, and job seekers living in rural or underserved areas. The paper also presents the technical development of the platform, its implementation process, and its broader contribution to improving labour market accessibility and efficiency.

The findings highlight the potential of technology-driven labour market solutions to reduce unemployment, support regional inclusion, and provide policymakers with valuable insights for designing more targeted and equitable employment strategies across Tunisia and other Southern Mediterranean countries facing similar challenges.

Abstract

Spatial and skill-job mismatches remain major challenges for labour market efficiency in Tunisia and across Southern Mediterranean countries. This paper focuses on the difficulties young graduates face in accessing suitable employment opportunities despite ongoing investments in youth employment initiatives.

The study explores the spatial mismatch hypothesis between job seekers and available jobs, emphasizing how economic and socio-cultural barriers contribute to labour market inequalities and unemployment. To mitigate these challenges, the paper proposes the Job Map web application, an innovative digital tool that combines large-scale datasets and geolocation technologies to match job seekers and employers according to geographic proximity and skill alignment.

The paper provides a detailed overview of the design, development, and implementation of the application, including technical specifications, data integration processes, and user testing. Through data-driven analysis, the study also proposes policy recommendations aimed at improving employment access for vulnerable groups such as youth, women, and rural populations.

The findings suggest that the Job Map application can contribute to reducing unemployment and regional disparities while offering a scalable model that could be adapted across other Southern Mediterranean countries facing similar labour market challenges.

[230,15,243,21,7,4,11
