Marouani, Paris 1; David Cobham, Heriot-Watt and Abdalla ZOuach, Sciences Po Lille<\/p><\/div>\n<p>This<span class=\"s1\"> was the third edition of\u00a0the conference on <strong>&#8220;<a href=\"https:\/\/www.femise.org\/en\/articles-en\/conference-on-research-initiative-on-the-economics-of-the-middle-east-5-6-november-paris-france\/\" target=\"_blank\" rel=\"noopener\">Research initiative on the Economics of the Middle East<\/a>&#8220;<\/strong>, organized this year by\u00a0<strong>UMR \u00ab\u00a0Development and Society\u00a0\u00bb,\u00a0Institute of Economic and Social Development Studies<\/strong>\u00a0(IEDES),\u00a0<strong>Paris 1 Pantheon-Sorbonne University, Chaire Maghreb and the Euro-Mediterranean Forum of Institutes of Economic Sciences<\/strong>\u00a0(Femise) in collaboration with <strong>Oxford University, Heriot Watt University\u00a0<\/strong>and<strong>\u00a0Sciences Po Lille.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p5\"><span class=\"s1\">For two days, the sessions covered issues including impact of refugees, inequality, poverty and education, the political economy of government policies, industrial policies, cronyism and firms\u2019 behaviour, competition, corruption and macroeconomic policies.<\/span><\/p>\n<h3 class=\"p6\"><span style=\"color: #0000ff;\"><em><strong><span class=\"s1\">\u00ab The main objective of this initiative is to provide a platform for young researchers to <\/span><span class=\"s2\">present their findings and engage<\/span><span class=\"s1\"> in drawing a policy agenda for the MENA region\u2026<\/span><\/strong><\/em><\/span><\/h3>\n<p class=\"p5\"><span class=\"s1\"><em>\u00ab\u00a0We have more than twenty papers and a large number of young researchers who are participating, discussing, debating\u2026\u00a0\u00bb<\/em>\u00a0indicated\u00a0<strong>Maryse Louis, General Manager of Femise<\/strong>. A statement confirmed by <strong>Mohamed Ali Marouani,\u00a0Associate Professor in Economics at Universit\u00e9 Paris 1 Pantheon-Sorbonne, <\/strong>adding \u201d<em>it also provides the opportunity to exchange views and collaborate<\/em>\u201d a lead member in the organising and scientific committees of the conference. <\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">\u00a0<\/span><\/p>\n<p><iframe loading=\"lazy\" width=\"625\" height=\"352\" src=\"https:\/\/www.youtube.com\/embed\/r1OMT5GVeQQ?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p><span class=\"s1\">Indeed, the discussions were\u00a0highly animated and findings of the papers were highly relevant to the region.\u00a0<\/span><\/p>\n<p class=\"p5\"><em>The flows of Syrian refugees to Turkey had an important positive impact on the intense of production of the informal sector, particularly among small firms and those working in the construction and hospitality sectors\u00a0\u00bb\u00a0<\/em>argued <strong>Onur Altindag, from Bentley University<\/strong> during his presentation on <em>\u201c\u00a0Blessing or Burden? The Impact of refugees in Businesses and the informal economy\u201d .<\/em><\/p>\n<p class=\"p5\"><span class=\"s1\">This conference was a time of debate and collaboration. <\/span><span class=\"s2\">Through<\/span><span class=\"s1\"> their comments, the researchers contributed to improve the papers <\/span><span class=\"s2\">of their<\/span><span class=\"s1\"> colleagues <\/span><span class=\"s2\">by providing feedback and discussions.\u00a0<\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">From\u00a0<strong>Morocco<\/strong>\u00a0to\u00a0<strong>Lebanon<\/strong>, the conference brought out several challenges in the<strong>\u00a0Middle East and North Africa.<\/strong><\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">While bribery was found to have a negative impact on firm exports and a reduction in market competition, as presented by <strong>Amanda Zarka from the American University in Washington DC<\/strong> (paper on \u201cBribe Payments and firm exports\u201d), cronyism have lead to the creation of larger informal sector and the decrease in the productivity growth of formal firms, as stated by <strong>Nesma Ali, researcher at University Duss\u00ebrdol, w<\/strong>hen studying the case of Egypt. <\/span><\/p>\n<p class=\"p5\"><strong><img decoding=\"async\" loading=\"lazy\" class=\"alignleft size-medium wp-image-17138\" src=\"https:\/\/www.femise.org\/wp-content\/uploads\/2018\/11\/IMG_9217-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.femise.org\/wp-content\/uploads\/2018\/11\/IMG_9217-300x225.jpg 300w, https:\/\/www.femise.org\/wp-content\/uploads\/2018\/11\/IMG_9217-768x576.jpg 768w, https:\/\/www.femise.org\/wp-content\/uploads\/2018\/11\/IMG_9217-1024x768.jpg 1024w, https:\/\/www.femise.org\/wp-content\/uploads\/2018\/11\/IMG_9217-624x468.jpg 624w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/strong><span class=\"s1\"><strong>Mohamed Ali Marouani and Michelle Marshalian<\/strong> concluded that the Industrial Upgrading Program in Tunisia have affected firms in different ways: while medium size firms saw both income from exports and wages increase (but not their sales), larger protected firms saw increase in sales and low pay employment (but not wages).<\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p5\"><span class=\"s1\"><strong>Jala Emad Youssef, consultant at the World Bank in Cairo<\/strong>\u00a0and\u00a0<strong>Chahir Zaki, associate Professor of Economics in Cairo University<\/strong>, decided to work on <\/span><span class=\"s2\">assessing<\/span><span class=\"s1\"> the competition policy in Arab Countries using firms\u2019 level data.\u00a0<em>\u00ab\u00a0In other words : To what extent that there is a difference between the rules and their implementation\u00a0\u00bb<\/em>\u00a0explained Chahir Zaki. Also on Egypt, Rana Hendy, the Doha Institute for Graduate studies, found that while cash transfers can reduce poverty, they have a negative impact on inequality. An important finding of her research paper.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignleft wp-image-17151 size-full\" src=\"https:\/\/www.femise.org\/wp-content\/uploads\/2018\/11\/Collage-RIEME.jpg\" alt=\"\" width=\"600\" height=\"800\" srcset=\"https:\/\/www.femise.org\/wp-content\/uploads\/2018\/11\/Collage-RIEME.jpg 600w, https:\/\/www.femise.org\/wp-content\/uploads\/2018\/11\/Collage-RIEME-225x300.jpg 225w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p class=\"p5\"><span class=\"s1\">Migration, and particularly the impact of refugees, was also a key thematic in this conference. Many researchers addressed this topic from different angles. <\/span><\/p>\n<p class=\"p5\"><span class=\"s1\">While <strong>Mina Sami,<\/strong>\u00a0<strong>assistant Professor of Economics at the American University in Cairo<\/strong>\u00a0worked on<em>\u00a0\u00ab\u00a0unexpected instability events and internal migration in Egypt\u00a0\u00bb, <\/em><strong>Nelly El Mallakh<\/strong>,\u00a0<strong>post-doctoral researcher at Paris School of Economics<\/strong>, presented a paper on :\u00a0<em>\u00ab\u00a0Syrian Refugees and Migration Dynamics of Jordanians : Moving In or Moving out ?\u00a0\u00bb and Valeria Caccavo (Bocconi University) addressed the \u201cEffects of legalization on the labour markets outcome of refugees: evidence from Syrian refugees in Lebanon\u201d. <\/em><\/span><\/p>\n<p><span class=\"s1\">In addition, the organizers were pleased to present the <strong>Keynote speaker Prof.<span class=\"Apple-converted-space\">\u00a0 <\/span>Sevket Pamu<\/strong>k,\u00a0a great scholar specialized in the economic history of the Middle East, to conclude the inaugural conference on\u00a0<em>\u201c<strong>Uneven Centuries: observations on Economic Development in Turkey<\/strong><\/em>\u201d.
