THE NEXT SOCIETY launches the first Innovation Scoreboard suitable for Southern Mediterranean countries: 78 indicators that measure the innovation status in the region

Marseille, 7 May 2020 – While taking into account the advantages and disadvantages of the existing innovation indicators, FEMISE has created for THE NEXT SOCIETY, a Scoreboard of innovation that takes into account some of the particularities of the region while shedding light on the progress (or lack) achieved so far. 

The 78 selected indicators provide therefore accurate information on the level of performance of the Mediterranean countries regarding the regional context. Built on this scoreboard’s basis, a digital and interactive tool has been developed by ANIMA to make the data simpler to read, THE NEXT SOCIETY i-data

Innovation plays a crucial role in economic and social development. It is an important driver of growth, productivity, competitiveness, and job creation. It can also help to address some of the socio-economic challenges like health and poverty. As innovation is a collective performance in a large number of aspects and variables, measuring it cannot be done with one variable or indicator, but a collection of indicators, which are called a Scoreboard. THE NEXT SOCIETY, in its ambition to mobilise, promote and reinforce innovation ecosystems and economic development in the MENA countries has developed the first Innovation Scoreboard adapted to the region’s specificities thanks to the work of FEMISE, the leading partner in economic research.

Why a MED innovation scoreboard?

Due to the lack and difficulty of obtaining data, particularly in developing countries, only a few of existent scoreboards and innovation indicators include worldwide coverage. For the South Mediterranean Region, only selected countries are covered in some of the International Innovation Scoreboards, such as the Global Innovation Index (GII) and innovation indicators of the World Competitiveness Report (WCR). Only recently Egypt and Israel have been included in the OECD published Science, Technology and Innovation outlook. Moreover, existent scoreboards have not been adapted to reflect the progress (or lack) of the innovation in the South Med countries. In fact, it is argued that the indicators included to measure innovation were mainly designed for the developed and emerging markets’ economies and hence are not able to give a real picture of the progress and the challenges for the developing countries.

Given these concerns, THE NEXT SOCIETY decided to develop a MED-suited Innovation Scoreboard able to index and compare the innovation performance among the countries of the region. THE NEXT SOCIETY Innovation Scoreboard led by FEMISE is the first of its kind covering the MENA region and having been created by Mediterranean researchers.

THE NEXT SOCIETY MED Innovation Scoreboard

For this MED-specific scoreboard of innovation, FEMISE has selected some of the indicators that are the most relevant for the region. The 78 selected indicators provide therefore accurate information on the level of performance of the Mediterranean countries with regard to the regional context and include: (i) published data (secondary data) by international organisations, (ii) survey data (primary data) that was conducted by different organisations; (iii) and calculated data from raw databases. All data included have been referred with their source and the latest available year (an update is already ongoing with additional indicators).

The 78 indicators are classified according to the 3 main phases of the innovation measuring process:

The Input stage: this is where the basic ‘ingredients’ of reaching an innovation system are put in place. This stage includes indicators related to the enabling environment, human capital investment and Research and Development.

The Process stage: this is where all those ingredients work together in a defined environment: benefiting from opportunities and facing challenges. This stage includes indicators related to the use of advanced technology and awareness of the importance of training and R&D at the firms’ level, the level of high tech in the industry and the structural transformation at the national level, in addition to the adoption of business reforms.

The Output stage: this represents the outcome of the innovation process and the different channels through which the innovative product or idea are diffused. This stage includes indicators related to the Innovative firms and their outputs, the performance of innovative products in the international markets and the degree of diffusion of knowledge and innovation.

For each of these stages, the list of indicators provides a collective way to measure the stage. They are grouped by category (Political and Institutional Environment, Infrastructures, Education, R&D, innovative firms and outputs, knowledge diffusion, …). It is important to know that among the 78 indicators in the scoreboard, some have not been used in any other scoreboards and have been specifically created and followed by FEMISE to develop THE NEXT SOCIETY MED Innovation Scoreboard. THE NEXT SOCIETY i-data 

By making this scoreboard digital and interactive, THE NEXT SOCIETY aims at making this unique data accessible and comprehensive to the entire population of the MED countries, so that the user does not have to be an expert in the field to understand the issues exposed and to access research-issued information. i-data enables all users to seize the results of economic research and makes the experience of consulting economic data entertaining! Users will be able to:

  1. select the stage of innovation they are interested in and visualise for each category a chart bringing together the different indicators associated. 
  2. select the country (out of the 7 countries covered) they are interested in- by ticking or unticking them – to view their performance and display the regional average at the same time.

FEMISE at Advocacy panel in Tunisia – THE NEXT SOCIETY

The first meeting of the advocacy panel for a political agenda on innovation in Tunisia will be held on 23 February 2018 in Tunis.

This high level meeting is organised by CONECT (Confederation of citizen enterprises in Tunisia) and l’APII(Promotion agency for industry and innovation) with the support of ANIMA Investment Network in the framework of THE NEXT SOCIETY, and gathering national and international innovation actors including FEMISE.

Acting as a Task Force, the objective of this advocacy panel THE NEXT SOCIETY is to supervise the elaboration of an innovation roadmap, its implementation, and its evaluation. The objectives are as follows:

– To reinforce the national innovation system 

– To promote coordination among the actors involved 

– To enhance innovation policy tools by offering concrete services

The first meeting of this advocacy panel will consist in an analysis from innovation experts, an overview of companies needs, and a review of international best practices in terms of innovation and competitiveness.

Based on these outputs, priority politicy measures for innovation suppport will be defined by panel members, and implemented through technical assistance missions led by international experts.

In order to meet its objectives, and to guarantee a sustainable and inclusive approach, the advocacy panel will be comprised of officials from the Tunisian and European private sector, investors, innovation actors, ministries involved and their agencies, the European Union delegation, as well as academics. There will also be a focus on the private sector in order to place it at the core of the national innovation agenda.

NEXT SOCIETY Advocacy Panel for Innovation, October 26th, Amman (Jordan)

The Next Society, where FEMISE is a partner, is pleased to invite you to become a member of the National Advocacy Panel for an Innovation Policy Agenda in Jordan and to take part in its first meeting that will be held in Amman on Thursday 26 October 2017. 

This high level meeting is organised by Royal Scientific Society with the support of ANIMA Investment Network and with participation of FEMISE in the frame of THE NEXT SOCIETY, with selected national and international innovation stakeholders.

Acting as a Task Force at national level, the goal of THE NEXT SOCIETY Advocacy Panel is to oversee innovation roadmap formulation, its implementation, evaluation and update, with the objective of:

Strengthening the national Innovation system,
Fostering coordination among actors involved,
Improving concrete instruments of the innovation policy.

The first meeting of this Advocacy Panel will include presentations, from FEMISE and other experts, of ranking analysis and enterprise surveys as well as international best practices on innovation and competitiveness.

The priority policy measures to support innovation and competitiveness decided by the Advocacy Panel members, will be implemented thanks to technical assistance missions conducted by international experts.

To reach its goals, and guarantee a sustainable and inclusive approach, the Advocacy Panel will be composed of EU and Jordanian private sector representatives and investors, innovation stakeholders, relevant Ministries and their agencies, the Delegation of the European Union to Jordan as well as academic experts including FEMISE. Special attention to the private sector will be given to ensure they are involved in the national innovation agenda.

THE NEXT SOCIETY : FEMISE participates in action plan to support innovation in the Mediterranean

A successful launch, in Greece, for THE NEXT SOCIETY, a movement gathering entrepreneurs, investors, corporates, public and private innovation stakeholders in Europe and the Mediterranean.

This community took the opportunity to unveil its action plan implemented over 4 years, with the support of the European Commission. Its activities aim to accompany change in the region by placing the private sector at the core of the dialogue as well as the innovation and competitiveness  measures. THE NEXT SOCIETY echoes an inclusive philosophy based on corporate social responsibility and supports the emergence of talents and new leaders by targeting start-ups, clusters and technology transfer offices.

On the occasion of the event, co-organised by ANIMA Investment Network and Enterprise Greece on May 16th in Athens, almost a hundred Euro-Mediterranean professionals and experts exchanged views on the activities implemented by the initiative, in the presence of Greek Ministers Mr. Dimitris Papadimitriou, Minister of Economy and Development and Mr. Costas Fotakis, Alternate Minister for Research and Innovation.

According to Candace Johnson, president of EBAN (The European Trade Association for Early Stage Investors) “… the entrepreneurs of Maghreb, Middle-East and Africa are the solutions to the world’s problem”. Vladimir Rojanski, from the DG NEAR at the European Commission, underlined the importance of job creation and the development of SMEs and start-ups, as well as the European Union’s strong desire to support innovation through new financing mechanisms in the region.

THE NEXT SOCIETY activates change at every level

On May 16th in Athens, THE NEXT SOCIETY presented a comprehensive action plan supported by the European Commission, which impacts several  levels of the innovation ecosystem:

  • Improve policy frameworks: THE NEXT SOCIETY establishes a public-private dialogue and benchmarks the performance of Mediterranean innovation ecosystems in order to define and implement country strategic roadmaps and improve innovation support strategies.
  • Foster start-up success: THE NEXT SOCIETY offers tailor-made support to Mediterranean start-ups to help them go international and raise funds thanks to workshops and training sessions, immersion into foreign markets and incubation in European innovation hubs, meetings with investors and long-term coaching by committed mentors.
  • Promote and internationalise clusters: THE NEXT SOCIETY develops peer-learning services for business and industrial clusters as well as foreign partnership and guide them towards a Cluster Excellence management approach.
  • Support technology transfer offices (TTO): THE NEXT SOCIETY trains TTO managers like entrepreneurs and help them improve their services, market their innovation portfolio  and meet potential clients.

FEMISE contributing to THE NEXT SOCIETY

As presented by Dr Maryse Louis (General Manager FEMISE, Programs Manager Economic Research Forum) during the launch event in Athens, FEMISE and its affiliates Institut de la Méditerranée and Economic Research Forum will essentially contribute in the two Activities described below.

National Innovation and Competitiveness Monitor (NICM) : Here  in-depth analysis and assessment of existing definitions, scoreboards, benchmarks and relevant studies will take place. This will allow defining new concepts, creating a south-Med scoreboard and a national scoreboard for each country as well as preparing country specific studies on innovation and drafting policy briefs. The way the outputs of this activity will be communicated is an essential part of its success. This will be made through meetings organised throughout the projects, several workshops and conferences and through the country studies and the policy Briefs that will be prepared for each country.

Value Chain Analysis : The objective here will be to encourage enterprises (national / international) to identify and use the technological / innovative capacities of the MED countries.A General overview of sectoral development will be provided to show how the level of high tech exports change dover time by sector in each of the 7 countries. Then, FEMISE will focus on looking which products have performed best in exports, raising the question of where the new comparative advantages for each of the seven countries lie. Lastly, analysing the conditions of success stories at the firm leve will shed light on how have firms succeeded in bringing these new comparative advantages to the fore.

FEMISE accession to ANIMA

The co-ordinators of FEMISE, Institut de la Méditerranée (France) and Economic Research Forum (Cairo) are pleased to announce that FEMISE has joined the ANIMA Investment Network as a Strategic Member.

ANIMA Investment Network is a multi-country cooperation platform for economic development in the Mediterranean. The ANIMA network, based in Marseille (France), gathers national and regional investment promotion agencies, international organisations, business federations, innovation clusters, financial investors and research institutes from the region.

The identity of FEMISE is linked to the consolidation of a network of research institutes capable of implementing North-South and South-South interactions. Within the network, we have launched a dynamic of know-how and knowledge transfer. Our works and actions are always carried out in close collaboration between economists of both shores, which makes our strength.

In an evolving regional climate, it seemed natural for FEMISE to partner with ANIMA, a network with values that we share and whose objectives and know-how are complementary to those of FEMISE. This accession will facilitate synergies to produce and maximize impact of recommendations towards EU-Med policy makers. It will also increase the capacity for dissemination / communication and the ability of being present on more issues that could benefit from a pooling of complementary skills.

A first association between the two historical structures of Marseille within the framework of a project on the Euro-Mediterranean region will be announced in the coming weeks.

This first project marks the beginning of a long-term collaboration that opens up new opportunities to nurture the Euro-Mediterranean dynamic.
