COVID-19 MED BRIEF no1 : Implications of the coronavirus crisis in the Mediterranean and in the Middle East

The recent coronavirus crisis threatens the health, economies and societies of all countries. In Southern and Eastern Mediterranean countries, the fight against the pandemic is even more complicated. Cooperation and EU-Med strategies in key sectors are needed. Therefore, the Center for Mediterranean Integration (CMI) and FEMISE join forces and launch their joint series of Policy Briefs called “COVID-19 MED BRIEFS” to pave the way for thematic analyses and policy relevant recommendations.

Summary : The recent coronavirus crisis threatens the health, economies and societies of any country, regardless of its level of development. In the countries of the Middle East and of the Southern Mediterranean the fight against the pandemic is even more complicated. It must be done with limited healthcare and economic resources compared to other regions. In addition, it takes place in a social and geopolitical context which is unique in its divisions. This Brief suggests relaunching cooperation in the Mediterranean following the crisis and developing EU-Med strategies in key sectors. In this context, it provides reflections, on the short term and long term, to prevent a «pandemic of inequalities» in the region. It suggests opening-up access to healthcare for informal workers, investing in digital technology, rethinking production chains intelligently, supporting social entrepreneurship and reviewing the conditions for debt repayment for countries in the region. The purpose of this Brief is to pave the way for more thematic analyzes and prescriptions, which can be explored throughout this series produced jointly by the CMI and FEMISE.

This Policy Brief is produced as part of the series of Policy Briefs on « Responding to the Challenges of COVID-19 in the Mediterranean » that is undertaken in partnership between FEMISE and the Center for Mediterranean Integration (CMI).

The coronavirus crisis threatens our health and, as a result, it also hurts our societies and our economies. But it offers us an opportunity to rethink our priorities and systems, to make them sustainable, inclusive, in line with the SDGs.

FEMISE contacted its researchers and partners but also young people from the Mediterranean, to remind everyone why investing in Health should be a priority. Protecting vulnerable populations who do not have access to medical care, ensuring better access to health information in countries where internet access remains limited, supporting the work done by women in the health sector, betting on education and human capital…

Social Entrepreneurs’ Responses to the Refugee Crisis in Jordan and Lebanon (report FEM44-12)

30Following the outbreak of the civil war in Syria in 2011, an estimated 1.5 million and 1.3 million Syrian refugees sought a safe haven in Lebanon and Jordan respectively (Reuters, 2017; Ghazal, 2017). Considering that the population of Jordan is just under 10 million, and that of Lebanon – under 7 million (World Bank, 2018), this sudden and unexpected flow of refugees resulted in severe disruption, stretching the absorptive capacities of the two countries well beyond their limits, and necessitating massive relief efforts for refugees and host communities alike. In their efforts to manage the situation, the authorities in both countries have been supported by international community and civil society. Increasingly, private sector has been stepping in as well (Berfond et al., 2019). Among many institutions and individuals aiming to alleviate the situation, an increasing number of less traditional actors – social entrepreneurs – could be also observed.

Against this background, the main of this exploratory study was to explore the ways in which social entrepreneurs in Jordan and Lebanon have been helping to alleviate the refugee crisis in both countries. In our conceptualization of social enterprises (SEs), we followed an approach by Cerritelli et al. (2016), and instead of adopting a single definition of social entrepreneurship, understood SEs as entities possessing the following characteristics: i) primarily focus on the creation of social value rather than a purely economic one, ii) being financially sustainable or aiming at achieving that goal, and iii) self-identifying as a social enterprise. This approach was more inclusive of different types of socially entrepreneurial initiatives, additionally allowing for any differences that may occur between SEs based in the western countries and MENA region (as suggested, e.g. by Tauber, upcoming).

Our main finding, developed based on extensive literature review and stakeholder consultations (29 interviews with SEs and support organizations, a focus group, and a panel discussion during a workshop), is that although social entrepreneurs overcome numerous obstacles in order to achieve their goals, assessment of the real impact of their actions is not possible due lack of social impact measurement mechanisms in place. Judging their success is also impeded by the fact that the majority of the SEs examined is relatively young, being predominantly established within the past five years.

At the same time, we found that the anecdotal evidence does suggest that refugees in both countries benefit from the actions of social enterprises in a number of ways. Most notably, SEs are a source of employment opportunities, helping refugees to start new careers or resume the ones they had back in their home countries. The opportunities offered are especially valuable for female refugees, struggling to manage family-related responsibilities with work-life and facing various constraints of socio-cultural nature. SEs are uniquely positioned to assist with the labour market integration of the refuges as – unlike purely profit-oriented private companies – they can accommodate for their specific needs, focusing on the social impact of their work rather than just profit maximization (e.g. by providing free childcare for their female employees). Moreover, unlike non-profits, they can create sustainable jobs that do not (entirely) depend on donor funding. Unfortunately, ultimately the degree to which the SEs succeed in their work to large degree depends on the labour market policies of their respective governments. The issue of granting work permits to the refugees is incredibly sensitive in Jordan and Lebanon, both struggling with high unemployment rates among the native population. Recently, especially the latter has been introducing measures that may prove extremely difficult to overcome for the SEs wishing to integrate the refugees to the local labour markets.

Another group of the SEs has been focusing on providing goods and services that would facilitate the everyday existence of the refugees (and other segments of the population): from providing innovative educational solutions, through developing sanitary provisions, to designing functional temporary shelters. They, too, have however been adversely affected by existing regulatory frameworks.

Overall, the SEs face various challenges related to bureaucracy and inadequate legislation, such as high taxes, complicated customs procedures, red tape, or overregulation. Importantly, lack of legal recognition of a social enterprise as a legal entity is a major impediment, forcing social entrepreneurs to choose between registering as i) for-profits and therefore forfeiting any tax deductions, opportunity to receive (tax-exempted) grants and donations, and other benefits that non-profit organizations benefit from, or i) non-profits, limiting their opportunity to generate income. Equally worryingly, the complexities of the existing legislation do not seem to be well understood by SEs and support organizations (SOs) alike.

Another major obstacle identified by the vast majority of interviewees was securing funding to develop and grow. With bank loans and microcredits were out of scope or out of the question, most of the SEs turned to grants – and personal savings – even if finding an investor was the preferable way of going forward.

Finally, lack of adequate assistance on behalf of the support organizations was an additional factor adversely affecting the SEs, who complained that incubation and acceleration schemes available were not tailored enough and imposed unnecessary constraints on their daily operations. While some SOs did acknowledge this problem, many saw social entrepreneurs as cavalier and unwilling to learn.

The social entrepreneurship ecosystem in Jordan and Lebanon, especially its segment working with refugees, is still relatively undeveloped, unstructured, and unorganized. However, it is quite clear that the potential to have a positive impact on the livelihood of refugees residing in both countries is real. While social entrepreneurship alone by no means the answer to the refugee crisis, in a conducive legislative environment it may become an important actor – especially thanks to the new technologies that allow the SEs to scale up their activities and potentially maximize their impacts.

Summary

Our Policy Brief analyzes the social innovation ecosystems in Beirut and Tunis and discusses ways for leading to inclusive innovation that creates jobs, income and opportunities for marginalized populations, women and youth. Findings show that the lack of a legal form for social enterprises, impediments to financing and investment, scarcity of human resources for upper management and difficulties in determining the proper customer base are among the core obstacles faced by social entrepreneurs. We argue that more innovative financing mechanisms should be available for them. Educating investors in the South Med around the concept of impact measurement and impact investment would be needed. In addition, South Med governments ought to actively support social enterprises, meanwhile, corporations should be considering social procurement and including social enterprises in their supply chains. Finally, capitalizing on Euro-Med cooperation could be an inclusivity game-changer. Specifically, an EU-Med Social Impact Platform could multiply funding opportunities for South-Med entrepreneurs and provide a promising market for impact investors.

Mediterranean Youth Climate Network (MYCN), FEMISE and Institut de la Méditerranée conclude a strategic partnership in favour of the Environment and Youth in the Mediterranean

MYCN, Institut de la Méditerranée and FEMISE announce their collaboration in the framework of a strategic partnership. The three institutions are committed actors in their efforts to contribute to inclusive and sustainable development models, to promote environmental and youth-inclusion values at the Mediterranean and international levels. They are aware of the need to pool means in order to act for strengthening the impact and outreach of messages, as well as to enrich knowledge.

The works of the FEMISE think-tank and of Institut de la Méditerranée show that new models are needed in the Mediterranean to bring about economic, social and environmental change and to show the whole society the potential of young Mediterranean people as solution-makers. For its part, MYCN is a Mediterranean Youth Network for Climate, a place conceived for the sharing of ideas and the implementation of concrete actions. It is also a place for the capitalization of the know-how of young people around the Mediterranean, placing them at the forefront of climate action, which is a major priority for the region.

Therefore, this partnership aims to create a multidisciplinary and dynamic virtuous circle in the Mediterranean, allowing for impactful proposals and actions to emerge. It will focus on themes ranging from the fight against Climate Change, Water-related issues and the promotion of Sustainable Development, to Responsible Entrepreneurship dynamics carried by the youth and the role of young people in Research and Innovation. Amongst other things, the partners will deploy their cooperation efforts to:

  • elaborate and develop cooperation projects for young people in the euro-mediterranean region,
  • create, animate and promote a set-up to allow for a Mediterranean ecosystem of young people with environmental impact to emerge,
  • organize joint events and publications and carry out awareness-raising in the countries around the Mediterranean.

For MYCN, FEMISE and Institut de la Méditerranée, it’s not just about talking regarding the youth, but about working with them and including them for inclusive and sustainable solutions in the Mediterranean!

Mediterranean: “Facing an increasing water scarcity is one of the greatest challenges” (repost)

World Water Day is celebrated on March 22nd and this year its theme is “Leave no one behind”. The event is an opportunity for FEMISE and its partners to take stock of the situation in the Mediterranean, where the water problem has become a crucial issue.

Water is a vital resource, yet it is lacking. World Water Day is an opportunity to take stock of the situation and the objectives to be achieved in order to reduce inequalities in terms of access to water. This year, the theme of this World Day is “Leave no one behind”.

“This is an adaptation of the main commitment of the 2030 Sustainable Development Programme: everyone must be able to benefit from the progress made in sustainable development,” states the UN announcement.

At the same time, the organization published an alarming report a few days earlier. The main conclusion is that more than two billion people in the world, representing three out of ten, do not have access to a drinking water distribution infrastructure. In addition, six out of ten are deprived of sanitation facilities.

The Mediterranean hosts 60% of the “water-poor” population

In the Mediterranean countries, the situation is far from idyllic. On the occasion of this World Day, researchers from the FEMISE network and its partners lean on the issue.

“The Mediterranean represents only 7% of the world population and yet it is home to more than 60% of the so-called water-poor population”, a striking information relayed by Céline Dubreuil, Programme Manager at Plan Bleu, one of the Regional Activity Centres of the Mediterranean Action Plan (MAP) of the United Nations Environment Programme (UNEP). Some 28 million Mediterranean people still do not have access to sanitation, the researcher adds, and 18 million do not have access to drinking water.

“Climate change will have specific consequences,” warns Stephane Pouffary from association Energies 2050. “Urban and demographic constraints will be exacerbated.”

As for Julie Harb, researcher at Université de Montréal and FEMISE, she points out that Mediterranean countries such as Lebanon need to respond to two issues: lack of efficiency and lack of funding.

A critical level regarding water availability

Thus, FEMISE and its partners are also working to provide solutions to the issue. According to Karine Moukaddem, researcher at SciencesPo, Eco-Union and FEMISE, “we must find sustainable, less costly and more effective solutions. This is what the Union for the Mediterranean is trying to do, for example, with its platform for cooperation on water resources”.

For his part, Stéphane Pouffary underlines the importance of an inclusive multi-actor approach, which Energies 2050 supports, to build bridges between different actors in order to duplicate projects and bring out concrete arguments.

As Constantin Tsakas, General Secretary of the FEMISE network, points out, “the water issue is becoming increasingly important” in the region, “the balance between water demand and availability has reached a particularly critical level!

Researchers from the FEMISE network and its partners ensure that new irrigation approaches are to be explored, better waste management and increased awareness efforts are needed. Thus, “solutions must also include a culture of innovation that would create a virtuous circle for more efficient management of water resources, both from the supply and demand side,” concludes Julie Harb.

Summary : This MED Brief presents some preliminary findings of a recently launched assessment of existing policy measures regarding women empowerment issues in the South Mediterranean region. In order to explain the persistence of numerous gender gaps, I examine the reasons behind the inefficiency of national policies regarding gender equality, by comparing the wanted effects of implemented legal measures with the latest state of play in terms of gender issues in the different countries of the region.
Combatting unconscious biases and policy inefficiency goes through increasing the outreach of female success stories, mentoring, promoting collaboration between stakeholders and embedding women empowerment in public-private partnerships.

Boosting female labour market participation rates in the MENA region : Can collaborative economy be of help? ”

Interview with Katarzyna Sidlo, Political Analyst at CASE, researcher at FEMISE

FEMISE recently published its Policy Brief “Boosting female labour market participation rates in the MENA region : Can collaborative economy be of help?”.

Autthor of the MED BRIEF, Dr. Katarzyna Sidlo is a FEMISE researcher who actively participates in the activities of the network. Her work assesses the potential of the collaborative economy to increase women’s labor force participation in the MENA region (Middle East and North Africa). More specifically, it examines ways in which the collaborative economy can enable women who are interested to join the labor market.

  1. How do you define collaborative economy? Can you give us examples from different sectors of such initiatives?

The collaborative (or sharing) economy refers to business models that create an open marketplace for access to goods and services thanks to the use of modern technology. It covers a variety of sectors, is rapidly emerging throughout the world and provides new opportunities for citizens who are able to get what they need from each other instead of going to large organizations (at least that is the theory). Some of the best-known examples of collaborative economy businesses are car-hailing applications such as Uber or Careem, peer-to-peer accommodation website Airbnb, crowdsourcing platforms Kickstarter or Indiegogo, or online marketplace Etsy. Many of them are already household names.

  1. Do you think that collaborative economy is a feasible solution in MENA countries given internet access obstacles and public perceptions?

Well, firstly according to the World Bank, 59% of individuals in the MENA region are internet users. Access to internet as such is therefore not a problem everywhere in the region, although of course in many places broadband is expensive, slow and generally unreliable and in many other, especially urban areas, simply not yet readily available. More importantly, however, I would look at the problem stated in the question in a different way: the potential to make use of what collaborative economy has to offer can be one more argument in favour of extending efforts to provide access to internet to as many people as possible. If internet is not available in a village in the south of Egypt, chances are that neither are many job offers. By providing inhabitants of such a village with access to internet, you give them an opportunity to enter the labour market as well. For instance, they could study for free on one of the many Massive Open Online Courses (MOOCs) platforms available – increasingly also in Arabic – and gain skills that will allow them to find employment. Or they could give Arabic classes online (one platform, NaTakallam, offers such classes taught by refugees). All without having to emigrate and leave their villages or, indeed, houses.

I strongly believe that even if just a small percentage of people in a given society use this chance, it will be worth it. So while the sharing economy will by no means solve all or even most of the problems related to the low female (and male) labour force participation – it would not even if virtually every single person in the region had access to a fast, affordable, and reliable internet – it has a huge potential to contribute to the alleviation of this problem.

  1. What are the main obstacles for female labour force participation in the MENA region and how does collaborative economy bring innovative solutions to each?

Women in the MENA region wishing to join the labour market face numerous obstacles, from practical ones (lack of jobs, difficult commutes) to those of socio-cultural nature (restrictions on outside-of-the-house activities, caring responsibilities) nature. Sharing economy can help to overcome a number of those. Most importantly, it allows women to perform work – and indeed create their own businesses – from the comfort of their own homes. Thanks to this even those women, who due to various family- or culture-related reasons would not undertake paid work outside of the house, can earn their own income (and economic empowerment is a great step towards social and political empowerment). Another good example are ride-hailing services, providing a safer, more reliable and cheaper (compared to traditional taxis) alternative to faulty or point-blank non-existent public transport, oftentimes believed to be not appropriate for use by non-accompanied women. An extreme case in point was Saudi Arabia, where prior to lifting the ban on women driving 80% of Uber’s and 70% of Careem’s clients were female.

  1. One of the article’s recommendations was to improve the legal frameworks in each MENA country to enable the optimal functioning of sharing-economy businesses. What concrete measures can be successfully implemented in the region as a whole and in case-specific contexts?

One of the main advantages of the sharing economy is its flexibility. However, this flexibility can also oftentimes mean lack of clarity for instance in terms of liability, taxation, consumer protection, licensing or insurance. Think about ride hailing services such as Uber, Careem or Lyft: in case of an accident, whose insurance should cover the damages? As drivers are using their private vehicles they may not possess commercial, but rather personal insurance, which can lead to insurers denying the claim. Should the company owning the platform through which drivers are matched with clients be liable at all? Are the drivers even their employees or clients making use of the platforms features? The answer to that question determines answers to many subsequent ones related to social protection (maternity leaves, pensions, health insurance etc.) of the collaborative service providers. Another issue is of course taxation.

Unfortunately, there are no easy answers. The European Union is for instance pondering issuing EU level guidelines but currently whether and to what extent the sharing economy should be regulated is still a matter of a lively debate. The big question is of course how to regulate so that you don’t overregulate and therefore kill the flexibility that makes participating in sharing economy so convenient.

In the MENA region, countries should think about solutions that work best under their specific circumstances. For instance, a voluntary health insurance scheme could be introduced to help those earning their income within the sharing economy to gain social protection (an interesting study on this topic for Tunisia by Khaled Makhloufi, Mohammad Abu-Zaineh, and Bruno Ventelou has been published recently by FEMISE). In Jordan, where the government is working on a tax reform, the question of imposing corporate law tax on collaborative platforms could be investigated.

  1. What is the role you see for the civil society and NGOs in the proliferation of collaborative economy? Would cooperation and synergies between different actors/ stakeholders possible in your opinion?

Collaborative economy has it for-profit and non-profit dimension. Speaking of increasing female labour market participation in the MENA region and the role of CSOs and NGOs, we should probably focus on the latter. The spectrum of possibilities is really broad. Both types of organizations could for instance facilitate women organizing their own car pooling schemes, helping each other to safely and conveniently get to and from work on daily basis. They could set up collaborative working spaces, where female entrepreneurs could set up and run their businesses in a friendly, safe and inspiring environment. They could create online courses in local dialects of Arabic, providing free training to women thinking about starting their own business or work on translations into Arabic of courses which are already available on various MOOC platforms and which provide knowledge and skills that make finding a job easier. All that – and much more – can of course be done in collaboration between different stakeholders. After all that is what collaborative economy is all about.

The private sector, its role as an engine of growth and job creation, at the heart of FEMISE research

Mediterranean countries suffer from a lack of dynamism of their private sector, which is not sufficiently competitive nor job-creating.

Therefore, FEMISE has placed the theme of the private sector, and in particular its role as an engine of growth, job creation and inclusivity, at the center of its research activities. A special attention is paid to the causes that prevent the sector from reaching its potential, in particular the constraints faced by firms in the Southern Mediterranean Region, and to the importance of innovation in the development of the Mediterranean private sector.

One of the specificities of the FEMISE network, coordinated by the Economic Research Forum (ERF) and Institut de la Méditerranée (IM), is to always strive to integrate the points of view of politicians, of private operators and, more broadly, of all local actors, in the discussions carried out under this theme. This approach provides better feedback on the research, and ensures its policy relevance.

The private sector at the center of the FEMISE academic research

Patricia AUGIER (Scientific Pres. of Institut de la Méditerranée, Coordinator and Scientific Pres. of FEMISE), coordinates the 2018 EuroMed report

Firstly, the 2018 FEMISE EuroMed report, the flagship publication of the network, will focus on the private sector in the Mediterranean countries. The objective of the report will be to take stock of the economic dynamics of the Mediterranean countries over the last 20 years (ie since the Barcelona Process), and to understand the blocking points. The general idea is that growth in Mediterranean countries must accelerate to absorb a growing number of incoming individuals in the labor market, and that this growth must be based on productivity gains rather than on factors accumulation : the development of the private sector is therefore at the heart of the definition of a new development model. One of the chapters will focus more specifically on the role of central banks in private sector development. Finally, the major concern of a more inclusive growth will lead us to consider social entrepreneurship as a potential opportunity for the Mediterranean countries.

A “Science for Business” partnership dynamic with technical and operational support actors

Secondly, FEMISE participates, in partnership with ANIMA, in THE NEXT SOCIETY project, which brings together public and private actors from 7 Mediterranean countries with the aim of supporting innovation ecosystems. This collaboration gives the opportunity to FEMISE and ANIMA to pool their complementary skills, which are analysis and production of academic knowledge on the one hand, and technical and operational support on the other hand.

FEMISE’s contribution is firstly to draw-up a scoreboard and analyze the position of each country in terms of innovation and competitiveness indicators, such as the Global Innovation Index, at different stages of innovation (inputs, process and outputs). FEMISE also carries out an analysis of the national innovation strategies and of the ecosystem of involved actors (government, associations, private operators…).

Next, FEMISE identifies high-performing sectors and products to highlight new national comparative advantages and investment opportunities.

FEMISE presents its findings on the occasion of advocacy panels bringing together academics, entrepreneurs, investors, managers of incubators and innovation structures and public actors. This allows to benefit from their feedback and, above all, from their point of view regarding the factors that led to the emergence of these new comparative advantages. This approach ensures that the findings and recommendations from FEMISE work can contribute to elaborate public policies. The challenge of these panels is to establish, for each country, a roadmap for innovation, from implementation to evaluation, with the objectives of strengthening national innovation systems, fostering coordination between stakeholders, and improving the instruments of innovation policies and strategies.

An opening towards South-Mediterranean institutions in a “Science for Policy” approach

Thirdly, FEMISE is opening-up by cooperating with South Mediterranean actors and institutions directly concerned by these issues. Therefore, FEMISE co-authored and will publish in 2019 the2019 EuroMed report which will identify the constraints to growth and integration in the global value chains of Moroccan SMEs. This document results from the cooperation of the network with the African Development Bank, a main regional funder for development aid, and with the Institut supérieur de commerce et de gestion d’administration des entreprises (ISCAE) established in Morocco.

It is essential for the Mediterranean countries to better integrate SMEs into the global value chains in which most international trade takes place. In this report, we have chosen to focus on the case of Moroccan firms. It will be based on surveys and field interviews of SME managers and representatives of professional associations as well as on the Enterprise Surveys and Doing Business indicators of the World Bank. It is in this approach of discussions between researchers and public and private operators that the preliminary results of the report were presented before publication, in order to gather comments, suggestions and recommendations to enrich the research.

A triple anchoring to obtain research that is relevant from a political and operational dimension

To conclude, in addition to the ongoing academic research conducted by network members and supported financially by FEMISE funds (research available on the website), 3 other types of work devoted to the private sector are currently mobilizing the FEMISE team: (1) an analysis of the situation and a general discussion covering the entire region (EuroMed2018 Report), (2) a targeted and co-authored thematic analysis with a national focus (EuroMed2019 Report) and (3) a project on innovation in partnership with ANIMA.

Our analysis feeds on both (i) the knowledge and contributions of academic research, (ii) the consideration of concrete situations within the countries, as well as (iii) the points of view and insights from politicians and business actors. This triple anchoring allows us to develop products that are relevant from a political and operational dimension.

Climate Change and the Lebanese Economy

The latest edition of the ENERGIES2050 / Institut de la Méditerranée / FEMISE report “The challenges of climate change in the Mediterranean” (available in May) provides insight into the specific place of the Mediterranean basin in the new International Climate Agenda.

Julie Harb (Saint Joseph University of Beirut, Policy Researcher at Institut de la Méditerranée / FEMISE) is one of the young researchers who contributed to the report. Julie Harb stresses the need for more public efforts for environmental protection and the need for a change in attitudes towards climate change.

1) With the Paris Agreement, countries committed themselves through NDCs (nationally determined contributions). All countries in the southern Mediterranean, with the exception of Lebanon, have ratified the Paris Agreement. How can this be explained?

Unfortunately, in its political agenda, Lebanon does not give a high priority to the issue of climate change and to the protection of the environment although the country begins to feel the effects of climate change. Other issues, such as the parliamentary elections, are perceived as more important. For example, ratifying the Paris Agreement would impose on Lebanon the application of the provisions of the treaty, which would influence public policies and protection mechanisms. As the authorities do not see this as a priority, the agreement is perceived as a “burden” in terms of legislation but also in terms of spending. Similarly, at the executive level, there are some initiatives such as the creation of a National Environmental Council that includes 7 ministries and 7 non-public entities that are expected to prepare plans and policies, to support, to integrate and to monitor all the policies of the ministry and all conventions and treaties. A National Coordination Unit on Climate Change (UCCC) has been set up to coordinate a total of 40 representatives who deal directly or indirectly with climate change.

2) What forces and efforts are underway for the protection of the environment and to limit the impact of climate change in Lebanon? What sectoral examples to put forward?

It should be noted that the State has made some efforts in the past in the protection of the environment through certain legislations: this is the case for example with the law no. 444/2002 which presents the only major legislation dealing directly with climate change in Lebanon or the law 341/2001 on the reduction of air pollution by transport which indirectly mentions the protection of the environment.

On the sectoral level, a renewable energy project was set up to supply 20 MW of solar energy and should have been finalized in 2016. However, to date, this photovoltaic farm supplies only 1 MW. The Ministry of Energy and Water has issued several laws concerning this sector but unfortunately no implementation decree has been added to the text.

3) What are the main weaknesses to combat the effects of climate change in Lebanon?

Despite a large number of decisions, laws and initiatives, there are still problems with the slowness of the process that will address this issue. The presence of multitudes of organisms responsible for the protection of the environment could be the cause of this slowness. The lack of coordination increases the weight of bureaucracy and leads to fragmentation of the issue. Nevertheless, I personally find that the essence of the problem lies in the lack of willingness of officials and authorities to address this issue.

4) Do NGOs and civil society contribute to change attitudes?

In recent years, NGOs and civil society have played a very important role in raising the awareness of the Lebanese people on the issue of environmental protection while creating a culture of sustainable development, but also by changing mentalities, encouraging recycling from schools and educational institutions. However, despite the great work done by these organizations at the level of the society, the latter can not sufficiently influence public policies and political decisions. More advocacy work would be needed.

5) What do you think are the priority actions to address and how?

The resolution of the waste issue, which started in 2015 and has not been able to be resolved effectively to date, should be put in first place in the environmental protection agenda by the authorities. As a Lebanese citizen, I find that this resolution requires a precise long-term plan prepared upstream, which is not the case today. A second priority would be that of cleaning the sea: indeed, in the face of the waste crisis, the state has decided to create waste zones next to the sea, which means that during storms, this waste has been dispersed in the sea, affecting the marine ecosystem and the quality of life of the populations.

In addition, Lebanese NGOs that lack support should establish more partnerships with international organizations acting on climate change that could adapt their solutions locally and increase the resilience of the Lebanese economy.
