The Association
The FEMISE Association is a Euro-Mediterranean network established in June 2005 (after 8 of operation) as non-profit organization under the French Law of 1 July 1901. The network gathers more than 75 members of economic research institutes, representing the 37 partners of the Barcelona Process.
Supported by the European Commission within the framework of the MEDA regional programme since 1997, the FEMISE is coordinated by the Institut de la Méditerranée (France) and the Economic Research Forum (Egypt).
The association was established with 52 Founding members of EU-Med national non-profit institutes that undertake economic and social research and represent the two sides of the Mediterranean and it has the following objectives:
- To conduct policy research and make recommendations with respect to economic relations between Europe and their Mediterranean partners;
- To publish and disseminate this research for the benefit of public and private, national and multilateral institutions,
- To work for the broadest possible dissemination by the most appropriate means.
The Network
The network of FEMISE is composed as of 31st of July 2009 of 80 members’ institutes representing the 37 partners of the Barcelona Process (27 European countries members in the European Union and the 10 South Mediterranean partners), which have the main objective of performing research on economic, social and political economy issues. There are three kinds of memberships:
Founding members
Institutes that have participated in the creation of the association in 2005 and their names appear in its charter. The Economic Research Forum and the Institut de la Méditerranée are considered Founding members by right. There are 52 founding members in the association.
Active members
Institutes that joined and are joining the network after its establishment and whose activities and areas of interest are related to those of FEMISE. The network is open for new members. Acceptance of new members is the decision of the Steering Committee. Active Members are committed to the advancement of FEMISE objectives and shall be entitled to full participation in Forum activities.
Observers
Institutes that joined and are joining the network after its establishment and whose activities and areas of interest are related to those of FEMISE, but that do not have membership rights, including voting rights. Acceptance of new observers is the decision of the Steering Committee.
Network members are entitled to participate in the activities of the network and are committed to the development and progressing of its objectives.
The Governing Body
The FEMISE association Governing Body is composed of:
1. The General Assembly
The General Assembly is composed of FEMISE founding and active members. Members of the Assembly gather at least once a year to discuss the activities of the network.
2. The Steering Committee (Board of Directors)
The Steering Committee is composed of 20 members, elected by the General Assembly, 10 representing the 10 Mediterranean Partners and 10 representing countries of the European Union, in addition to the two coordinators, ERF and IM. The Steering committee members are renewed by half every year. Some of main tasks of the Steering committee are to accept the candidatures of new institutions as members of the network and to discuss the FEMISE activities and work plan.

3. The Bureau (The Executive committee)
The Bureau is composed of:

- Two General Secretaries: The General Secretaries are responsible for all activities related to the functioning of the Association, including preparation of Steering committee and General Assembly meetings. The Current Secretaries are: Dr. Frederic Blanc, Chief Economist, (f.blanc(at)femise.org); and Mrs Maryse Louis Programmes Manager (m.louis(at)femise.org)
- The permanent staff also include one économist: Constantin Tsakas (c.tsakas(at)femise.org).

4. Specialized Committees
To better execute the activities of the association and serve its objectives, three committees have been established:
Scientific Committee: Established through a voting process, this committee is composed of four elected members from the Steering Committee, two external international experts as well as ERF and IM (the latter assumes the presidency of the Committee). The main task of this committee is validating/reviewing the scientific quality of the work undertaken by FEMISE members and to contribute to the development of the Scientific Program of FEMISE.

Selection Committee (RSG): This committee is composed of five international external experts nominated and elected (by votes) by the Steering Committee, one representative of the Steering Committee; and the two members by right (IM and ERF). The main task of this committee is to discuss and take a decision to select the FEMISE research proposals that will be granted funding.

Refereeing Committee: This committee is composed of high quality multidisciplinary research academics that are experts in different thematic fields and have the main task of reviewing, evaluating and refereeing the submitted proposals and advise the selection committee with a refereeing report.
Ethics Committee: Established through a voting process among the Steering Committee members, the main task of this committee is to review charges of professional misconduct with respect to the legal and regulatory practices universally recognized in the academic world.
